Russians posing as Syrians in Arab sports event?

A top Ukrainian official has accused Syria of granting citizenship to a number of Russian athletes in order to circumvent international sanctions placed on Moscow and compete in global tournaments. He published the identities of Russians whom he says are currently representing Syria at the Pan Arab Games in Algeria under different names.
